In 2007, Al Mazaya instructed Halcrow International to develop conceptual plans for an artificial island, predominantly
serving the needs of financial activities within Kuwait Bay. The plans provide a strategic framework of the development of the
site, whilst maintaining the functional efficiency and overall quality of the environment.
